Fiscal Year 2027 Information for New Applicants

Notice of Intent for Fiscal Year 2027: The Maryland Energy Administration is pleased to announce the intent to offer first-come first-served rebates to help low-to-moderate income Maryland residents install solar photovoltaic (PV) systems to power their homes with clean, affordable, and sustainable energy.

This program was established through the Maryland General Assembly’s passage of the Brighter Tomorrow Act of 2024 and is codified in §9–2016 of the State Government Article, Annotated Code of Maryland.

Fiscal Year 2027 Program Type: Rebate Program (Upfront Reservation Required). This means applicants must apply for an upfront rebate reservation and the rebate reservation must be approved by MEA before installation of the solar PV system. Applicants apply for a rebate payment after installation and interconnection of the solar PV system.

Fiscal Year 2027 Target Audience: Income-eligible households who contract with a solar PV vendor from the program’s participating contractor list.

Fiscal Year 2027 Eligible Applicants: The following types of entities are eligible to apply: 
  1. Maryland homeowners that meet the household income requirements.
  2. Third-party contractors may apply on behalf of an income-eligible household, if the contractor has homeowner authorization and is listed on the FY27 Maryland Solar Access Program Participating Contractor List at the time that the new application is submitted for an upfront rebate reservation request.​
Fiscal Year 2027 Anticipated Funding Opportunity Announcement Issue Date: Summer 2027

Fiscal Year 2027 Anticipated Application deadline: 3:00 PM Eastern Time May 31, 2027 through the My MEA portal. The My MEA online application portal may close to new applications prior to the Application Deadline, if the total budget requested exceeds the available Program Budget

Fiscal Year 2027 Participating Contractor List: Coming soon

​The solar PV contractor that is responsible for compliance with the terms and conditions of the MSAP program must be approved by MEA and listed on the FY27 MSAP Participating Contractor List on this webpage at the time the application is submitted for an upfront rebate reservation request (Step 1). ​

Fiscal Year 2027 Participating Contractor List Application: Coming soon
To be listed on the MSAP Participating Contractor List, each contractor must:
    • Provide MEA with documentation of relevant certifications, licenses, and insurance; and
    • Comply with the terms and conditions of the Program – including the terms of the MSAP Consumer Protection Policy, the Fossil Fuel Policy, and all applicable local, state, and federal laws, regulations, and building codes. 
Household Income Requirements: Maryland Solar Access Program rebates must benefit homeowners whose annual household income does not exceed the limits in the table below, based on household size. The homeowner is required to attest that the household meets these income requirements. (Signature forms and guidance documents coming soon.)​

FY26 Maryland Solar Access Program Information for Existing Applicants

Program Purpose: The Maryland Energy Administration (MEA) FY26 Maryland Solar Access Program (MSAP) is provided to help eligible Maryland residents install solar photovoltaic (PV) systems to power their homes with clean, affordable, and sustainable energy. This program was established by the Maryland General Assembly’s passage of the Brighter Tomorrow Act of 2024 (Chapter 595, 2024 Acts of Maryland), and is codified in §9-2016 of the State Government Article, Annotated Code of Maryland​. 

Fiscal Year 2026 Program Type: Rebate Program (Upfront Reservation Required). This means applicants must apply for an upfront rebate reservation and the rebate reservation must be approved by MEA before installation of the solar PV system. Applicants apply for a rebate payment after installation and interconnection of the solar PV system.

Program Description: The Maryland Solar Access Program is offered to Maryland residents who meet the program's income requirements on a first-come, first-served basis. Full income and eligibility requirements are provided in the Funding Opportunity Announcement (FOA), posted in the “Program Documents” section below. As required by statute, the application process will occur in two steps, further described in the “Type of Program” section below.

Type of Program: The FY26 MEA Maryland Solar Access Program is a non-competitive program that makes awards on a first-come, first-served basis. The application is a two-step process: an initial application to reserve funds and a solar installation completion verification.​

Application Portal Status: CLOSED to New Applications

Total funding requests have exceeded the full FY26 program budget of $12,000,000. MEA is diligently reviewing the existing queue and converting eligible projects from “requested” to “reserved” and then “disbursed” status. The application portal is now closed to new applications as MEA works to process current applications. Please continue to check back for regular updates on program status.   ​

Fiscal Year 2026 Household Income Requirements: Grants are limited to eligible applicants whose annual household income does not exceed the limits in the table below, based on household size. An applicant is required to attest that they meet these income requirements as part of the application.

Fiscal Year 2026 Project Completion Deadline and Extension Policy/Procedures: The solar PV system must be installed within 180 calendar days of the Effective Date of the Reservation of Funds. MEA may issue an extension to this deadline for circumstances that are outside of the applicant’s control, or for good cause shown. 

A request for extension, with proper written justification, must be submitted to MEA no later than 150 days after the Effective Date of the Reservation of Funds.
