Maryland Invites Proposals from Service Providers that Can Help Owners of Large Buildings Comply with Energy Performance Laws


BALTIMORE – As Maryland continues implementing the Building Energy Performance Standards (BEPS) that require the owners of large buildings to improve building performance through energy efficiency and cost-effective electrification, the state has issued a new Request for Proposals from businesses and organizations that offers customized, one-on-one technical assistance to property owners and managers. 


Under the BEPS Technical Assistance Pilot Program, the services provided may include assistance with energy benchmarking or decarbonization planning. Applicants will be scored on their relevant experience, organizational capability, approach and comprehensiveness, proposed timeline, and price proposal. 


“Buildings represent one of the best opportunities to increase energy efficiency and reduce emissions, and save money on energy costs. We want to ensure that building owners have the resources they need to help move our state toward a clean energy future,” said Maryland Energy Administration Director Kelly Speakes-Backman. “The agency is seeking a partner that fundamentally understands the importance of this program and can demonstrate the skills necessary to provide technical assistance to building owners and managers.”  


The Maryland Energy Administration’s Clean Buildings Hub initiative aims to empower Maryland's building owners to make well-informed energy investments in their properties by connecting them to financial, educational, and technical assistance. 


The Clean Buildings Hub has contracted with the Maryland Environmental Service to procure this service. Submissions are due by February 20, 2026.
