Maryland Energy Administration Seeking Input from Local Governments on New, $64 Million Clean Energy Program

BALTIMORE –The Maryland Energy Administration today invited local governments to help shape a new energy initiative designed to cut costs and reduce emissions across the state. Through a newly launched Request for Information, the agency is calling for feedback to guide the development of its expanded Local Government Energy Modernization Program, which is expected to launch in summer 2025.

Backed by a major, one-time funding increase — from $2 million to $64 million — the Local Government Energy Modernization Program will help cities and counties save money by making public buildings more energy-efficient, more cost effective to operate,  and powered by clean, renewable energy.

“When we invest in local governments first, we’re planting the seeds for broader change. Upgrading public buildings makes energy savings visible and tangible in the community — setting an example for schools, businesses, and residents to follow,” said Maryland Energy Administration Director Paul G. Pinsky. “The agency’s investments spark a ripple effect that drives more clean energy adoption and more significant climate action. With energy costs rising, this is exactly the kind of forward-thinking investment Maryland needs.”

Unlike past programs, the new Local Government Energy Modernization Program offers greater flexibility for project scope, lowers barriers to participation, lengthens the application window, and balances support for both returning and first-time applicants. Whether they are in the planning stages or have identified capital investments for projects, the agency is looking to local governments to help finalize its overall program design. 

The Maryland Energy Administration is encouraging responses to the Request for Information by June 30, 2025, to ensure feedback can guide key decisions before the program’s launch.

The Local Government Energy Modernization Program replaces the agency’s long-running Maryland Smart Energy Communities program, which helped Maryland municipalities statewide take major steps forward in reducing energy consumption and expanding the use of clean energy sources.
