Energy Advisory Council

​​On December 19, 2025, Governor Wes Moore signed the “Building an Affordable and Reliable Energy Future” executive order (Md. Exec. Order No. 01.01.2025.27). The order creates an Energy Subcabinet to coordinate energy policy and activities in a whole-of-government approach. The E.O also creates an Energy Advisory Council to solicit input on the greatest challenges to energy affordability and reliability and directs the Chair of the Energy Subcabinet, the Director of the Maryland Energy Administration (MEA), to convene a Workgroup under the Subcabinet to identify opportunities to modernize Maryland’s transmission infrastructure.​​

The Energy Advisory Council has been asked to provide a memorandum to the newly-formed Energy Subcabinet within 180 days outlining: ​
  • ​“the most urgent challenges to energy affordability and reliability” and 
  • “barriers to the deployment of generation facilities and affordability, and provide recommendations to inform the MEA’s work.”
