Energy Performance Contracting (EPC) is a self-funding financing mechanism that provides infrastructure improvements, energy and water savings, monitoring and verification of effectiveness, training, maintenance and environmental benefits. State agencies can finance the costs of an EPC through the State's Master Lease Program or by funds available in the State Agency Loan Program. These are paid for through guaranteed energy savings that do not require capital dollars. Energy-related upgrades have become integral to the capital budget process, as a means of offsetting capital expenditures.
The Maryland Energy Administration's (MEA) mission to promote energy efficiency within the State is strengthened through its wide use of Energy Performance Contracting (EPC). MEA provides administrative support for the program's use within State agencies and departments. In conjunction with the Maryland Department of General Services, MEA has refined and implemented procedures to guide state agencies in procurement. Energy service companies not qualified under the State's existing indefinite delivery contract are still welcome to business with the State but have to go through the traditional procurement process. MEA also has developed presentations for state agencies, as well as participated in the solicitation, evaluation, and selection of most energy performance contractors.
