Program Purpose: The Maryland Energy Administration (MEA) FY25 Resilient Infrastructure for Sustainable Energy Program ("Maryland RISE Program", "the Program") will provide grants that will help fund improvements to Maryland's electricity and related power infrastructure. Funds will be made available to Maryland electricity infrastructure operators, fuel suppliers, and other utility industry stakeholders. MEA anticipates that this Program will be federally-funded from Section 40101(d) of President Biden's Bipartisan Infrastructure Law, "Preventing Outages and Enhancing the Resilience of the Electric Grid." Strengthening Maryland's electric grid and related infrastructure is a vital step in meeting Governor Moore's goal of getting our State to 100% clean energy by 2035. The grid faces a growing number and severity of threats. This includes but is not limited to severe weather, tropical storms and hurricanes, extreme temperatures, winter storms, cyberattacks, physical attacks, aging components, and others. By investing in improving our energy infrastructure, we help protect the grid against these threats and build a more sustainable, more equitable, and more resilient Maryland.​

Program Description: The Maryland RISE Program will be offered to Maryland electric grid operators and related eligible stakeholders on a competitive basis. Eligible applicants are defined by Section 40101(d) of the federal Bipartisan Infrastructure Law. Full eligibility requirements will be provided in the Funding Opportunity Announcement (FOA), which will be published later this summer.

Type of Program: The FY25 Maryland RISE Program will be a competitive program with awards made to the highest-scoring proposals. 

Program Budget: Approximately $10 million - $11 million. MEA anticipates this Program will be federally-funded. Each applicant whose proposal is selected for an award will need to meet federal requirements in addition to Maryland requirements. The final budget figure will be provided with the Program FOA when it​ is published later this calendar year.
