FY23 Commercial Clean Energy Rebate Program

Program Description: The State of Maryland provides Clean Energy Rebates through the Commercial Clean Energy Rebate Program (“C-CERP”) to businesses, nonprofits, local governments, and State of Maryland government agencies and departments that install clean energy systems on facilities located within the State.​

Program Purpose: The C-CERP provides Clean Energy Rebates for the following qualified clean energy systems:

  • Solar Photovoltaic (“PV”) Systems
  • Solar Thermal (Water Heating) Systems
  • Geothermal Heat Pumps
The Maryland Energy Administration (“MEA”) encourages you to apply for a Clean Energy Rebate if your organization is a Maryland business, nonprofit organization, local government, or State of Maryland government agency or department that has installed a qualified clean energy system on its facility, or your organization is a Lessor/Provider that has installed a solar PV or solar thermal system on a Maryland business, nonprofit, local government, or State of Maryland government agency or department facility under a lease or Power Purchase Agreement.

Type of Program: Non-competitive (first-come, first-served) - statewide.

Application Deadline: Applications will be accepted throughout the fiscal year (July 1, 2022 – June 30, 2023), however payment cannot be assured after funds run out.

Rebate Amounts: Eligible Solar PV, Solar Thermal, and Geothermal systems must be within the Eligible System Size ranges listed in the table below. Systems which fall below the minimum or exceed the maximum sizes do not qualify for Clean Energy Rebates.

**The incentive for 250.1kW-DC – 375kW-DC is for solar installations that are roof mounted only, ground mounted arrays are still capped at 250kW with a maximum award of $20,000. ​

  • If a Rebate Commitment Letter is not being sought prior to the start of a project involving a purchased system, do not submit the application form. Instead, download, complete and submit the FY23 CERP Completion Certificate form-Owned Systems (below):

  • If a Rebate Commitment Letter is being sought prior to starting a project that will have third-party ownership (TPO), download, complete and submit the FY23 C-CERP Application – TPO Systems form (below):

  • If a Rebate Commitment Letter is not being sought for a third-party owned system (TPO), do not submit the Application form. Instead, download, complete and submit the FY23 CERP Completion Certificate – TPO Systems form (below):
Check Your Rebate Status: If you have submitted an application for a Clean Energy Rebate to MEA and would like to check the status of your application, please download and view the Open Award Status Report below. To locate your application, use the find feature in your spreadsheet viewer (usually “Ctrl+F” on Windows devices and “Command+F” on Apple devices) and search the name of the application.
