NOTICEThe Maryland Energy Administration (MEA) will not offer the Commercial Clean Energy Rebate Program (C-CERP) in FY25, and does not plan to reopen the Program in any future fiscal years. Parties interested in solar incentives for businesses, nonprofits, and other organizations are encouraged to explore the soon-to-launch FY25 Commercial Solar Grant Program. This new MEA program replaces the solar portion of C-CERP. MEA will have more information available about incentives for commercial-scale geothermal heating and cooling systems published in the near future.

The current Fiscal Year 2024 (FY24) Commercial-Clean Energy Rebate Program (C-CERP) will be the FINAL OFFERING of this Program. Applications for this program must be received no later than 3:00 P.M. ET, Friday, June 21, 2024 to be considered for a FY24 Award. This date will not be extended. Please also note that current funding is rapidly being depleted, so submitting an application sooner rather than later is highly encouraged.

The solar portion of the C-CERP will be replaced by the upcoming FY25 Commercial Solar Pilot Program (working name) to be launched in the Summer of 2024. MEA will publish more information on this Program soon.

MEA will also provide information regarding commercial geothermal heating and cooling system incentives later this calendar year.

Parties interested in these programs are encouraged to stay tuned to MEA media announcements, social media, and the Renewables page within the Grants and Incentives portion of our website for information about the FY25 Commercial incentive offerings​.

Program Description: The State of Maryland provides Clean Energy Rebates through the Commercial Clean Energy Rebate Program (“C-CERP”) to businesses, nonprofits, local governments, and State of Maryland government agencies and departments that install clean energy systems on facilities located within the State.​

Program Purpose: The C-CERP provides Clean Energy Rebates for the following qualified clean energy systems:

  • Solar Photovoltaic (“PV”) Systems
  • Solar Thermal (Water Heating) Systems
  • Geothermal Heat Pump Systems (heat pump + well field/loops)
The Maryland Energy Administration (“MEA”) encourages Maryland businesses, nonprofit organizations, local governments, and State of Maryland government agencies and departments that have installed qualified clean energy systems on their facilities, as well as Lessors/Providers that have installed solar PV systems or solar thermal systems on Maryland businesses, nonprofit organizations, local governments, and State of Maryland government agency and department facilities under leases or Power Purchase Agreements, to apply for Commercial Clean Energy Rebates.

Type of Program: The Commercial Clean Energy Rebate Program is a statewide, non-competitive (first-come, first-served) rebate program.

Program Application Deadline: Applications will be accepted from August 4, 2023 – June 30, 2024, however, issuance of a rebate by MEA cannot be assured if the Program Budget has been exhausted.

Rebate Amounts: Eligible Solar PV, Solar Thermal, and Geothermal systems must be within the Eligible System Size ranges listed in the table below. Systems which fall below the minimum or exceed the maximum sizes do not qualify for Clean Energy Rebates.

Anticipated Program Budget: An anticipated total of $1,000,000 is available from the Strategic Energy Investment Fund to fund this program.

**The incentive for 250.1 kW-DC – 375kW-DC is for solar installations that are roof mounted only, ground mounted arrays are still capped at 250kW with a maximum award of $20,000. ​
