Notice 1: All program communications are made via email, through CERP.MEA@Maryland.gov. DO NOT reach out to an individual MEA staff member's email address. Use CERP.MEA@Maryland.gov to ensure the fastest and easiest communication with the R-CERP Rebate Administration Team.

Notice 2: Each applicant to FY25 R-CERP MUST USE THE ONLINE ELECTRONIC APPLICATION PORTAL, unless they are not able to access it. A paper application form is available from MEA by request. Please contact CERP.MEA@Maryland.gov via email, or call 410.537.4000, to request a copy. More information about this requirement is provided in the sections below.

Notice 3: FY25 is the final offering​ of the Residential Clean Energy Rebate Program. See the Funding Opportunity Announcement in the "Program Documents" section of this page for more information.

Program Purpose: The Residential Clean Energy Rebate Program incentivizes Maryland residents to purchase and install eligible renewable energy generating systems.

Program Description: MEA offers rebates to eligible Maryland residents who have installed a qualified clean energy system at their homes. Eligible system types include: (1) solar photovoltaic (PV) panel systems, (2) solar PV shingles, and (3) geothermal heating and cooling systems. Please note that geothermal heating and cooling system replacements are no longer eligible​ for rebates. Only geothermal heating and cooling systems that require the installation of new ground loops or wells are eligible.

Type of Program: R-CERP is a statewide non-competitive first-come, first-served rebate program.

Application Deadline: Complete and accurate applications to R-CERP will be accepted no later than 3:00 P.M. ET, November 30, 2024. No exceptions. Please note, the issuance of a rebate by MEA is not assured if the Program budget has been exhausted.

Anticipated Program Budget: An anticipated total of $2,000,000 is available from the Strategic Energy Investment Fund to fund the Program.

Rebate Amounts: The rebate amounts listed by eligible technology type in the table below are taken from the FY25 R-CERP Funding Opportunity Announcement (FOA).

How to Apply: Each applicant to the FY25 Residential Clean Energy Rebate Program IS REQUIRED to use the online electronic application portal ("e-APP Portal", "the portal") to submit their application package. Alternatively, a paper application can be provided on a case-by-case basis to an applicant who cannot access the portal.
