FY25 Program Now Open!​

Program Description: The Maryland Energy Administration (“MEA”) offers Fiscal Year 2025 Jane E. Lawton Conservation Loan Program (“FY25 Lawton Program”) to Maryland Nonprofit Organizations, Local Governments, Maryland Businesses, and State Agencies for the implementation of cost-effective energy efficiency and conservation improvements for existing or to-be-constructed facilities.

  • 2% Interest Rate for all commercial, nonprofit, or non-public facilities in the State of Maryland requesting a traditional loan
  • 3% Interest Rate for all businesses, nonprofit, or non-public facilities in the State of Maryland requesting a micro loan
  • 0% Interest Rate for all Maryland State and local governments and their instrumentalities​

Program Purpose: To identify and install energy conservation measures and improvements in eligible facilities that reduce energy consumption and cost.​

Type of Progr​am: The FY25 Lawton Loan Program is a first-come first-serve loan program for qualifying borrowers subject to funding availability.

Anticipated Program Budget: A total of $3,000,000 in Lawton Loan funds are available in FY25. Lawton Funds will have restrictions during the first half of the fiscal year based on the type of applicant. 

During the first six months of FY25:
  • $2,000,000 million is reserved for the Maryland State Agencies through December 31, 2024.
  • $1,000,000 million is initially reserved for certain Borrower types, and restrictions.​
These restrictions will be fully lifted after December 31, 2024. All remaining funds are available for potential loans to all eligible Applicants beginning January 1, 2025. For more information, please see the Funding Opportunity Announcement (FOA) below. 

Statutory provisions governing the Jane E. Lawton Loan Conservation Program are found here​. In the event of a conflict between the statutory provisions and the Funding Opportunity Announcement or other program documents, the statutory provisions ​take precedence.
