MEA led a team that included Clean Energy Solutions, Inc., and Enlightened Energy Consultants to pilot a new program that provided intensive “owner’s agent” services and financing support to Maryland local governments and public housing authorities (PHAs). MEA’s Energy Performance Contracting Assistance Program (EPCAP) was funded by a competitive State Energy Program grant from the U.S. Department of Energy.

Owner's Agent Services

 
MEA and its team will serve as owner’s agents for at least six local governments and four PHAs that choose to solicit bids and enter into energy performance contracts (EPCs) with energy service companies (ESCOs). Through these EPCs, energy performance in public housing facilities will be evaluated, inefficiencies will be identified, and measures such as heating, ventilation, and air conditioning retrofits, building envelop upgrades, lighting redesigns, and advanced controls installations will be performed. EPCAP was launched in February 2014 and initial outreach to local governments and PHAs began in April. Check back frequently for EPCAP updates, outreach and marketing materials, and additional information about this innovative, first-in-the-nation opportunity.

Financing Support

 
MEA and its team have extensive knowledge about existing financing program options that may be used by local governments and PHAs to implement EPCs and will work with participants to procure available financing.

MEA’s Jane E. Lawton Conservation Loan Program offers low-interest loans to Maryland local governments for cost-effective energy efficiency projects.

MEA’s team can facilitate projects that qualify for the Federal 179D tax credit.

Some local governments may also be able to leverage Qualified Energy Conservation Bond (QECB) allocations.

The Maryland Clean Energy Center’s (MCEC’s) Clean Energy Capital (MCAP) bond program is another potential resource, especially for larger projects.​

How to Participate

 
Interested local governments and PHAs may contact MEA with inquiries and expressions of interest. Participation will be formalized with a commitment letter between MEA and the local government or PHA. MEA and its team will work with participants to customize EPCAP to ensure that the specific needs of a local government or PHA are met.
