The Strategic Energy Investment Advisory Board meets twice a year to review briefings on the Regional Greenhouse Gas Initiative (RGGI) auctions. Proceeds from the
RGGI CO2 allowance auctions are returned to member states and have been primarily
invested in consumer benefit programs: energy efficiency, renewable energy, direct energy
bill assistance, and other greenhouse gas reduction programs.
Board members discuss the quarterly RGGI auction results, the proposed
fiscal year for the next year, possible program changes or legislative session review depending on the time of the meeting.
Strategic
Energy Investment Fund (SEIF) is comprised of a variety of funding sources, the main source of proceeds is
historically from Regional Greenhouse Gas Initiative (RGGI) auctions. However, in recent
years non-RGGI funds sources have been representing an increasing percentage of the
overall SEIF like a variety of merger settlements and other Public Service Commission orders.
Senate Bill 52 (2019) requires that the Maryland Energy Administration “shall hold at least four public
meetings across the State... in the eastern, southern, central, and western parts of the State, respectively;
and.. is encouraged to solicit input from all regions of the State…”
