Program Overview

The IRA established two rebate programs to support home energy efficiency and electrification projects. Together, these are known as the IRA Home Energy Rebate Programs:
  • The Home Efficiency Rebates Opportunity Program (HERO) for qualifying whole-home energy efficiency upgrades that reduce energy use by at least 20%.
  • The Home Electrification & Appliance Rebates Program (HEAR) for replacing fossil-fuel appliances (e.g., fuel oil, natural gas, etc.) with electric alternatives, along with some supporting upgrades.
Program Details
The Maryland Energy Administration plans to partner with the Maryland Department of Housing and Community Development for the DOE required low-income components of both programs.

To inform program design and gather feedback, the agency held two public overview and comment sessions on the IRA Home Energy Rebate Programs. These sessions outlined proposed approaches for both HERO and HEAR. Recordings and presentation materials are available below:

Program Status Update

The U.S. Department of Energy (DOE) has conditionally approved Maryland’s applications for both Home Energy Rebate Programs under the Inflation Reduction Act (IRA). Additional approvals from DOE are still required before funding is received and the programs can officially launch. The Maryland Energy Administration is actively pursuing final approval and working to deliver these rebates to Marylanders as soon as possible.

Procurement
The Maryland Energy Administration will utilize Maryland Environmental Services (MES) to manage the procurement of technical assistance for implementing and administering the IRA programs. As the procurement is active, all inquiries must be directed through MES’s official channels. Details will be posted on this website soon.
