Infrastructure Investment and Jobs Act
The federal Infrastructure Investment and Jobs Act (IIJA), also sometimes called the Bipartisan Infrastructure Law (BIL), will result in a number of new programs being established by the DOE. A summary of the new funding opportunities created by DOE under the IIJA can be found
here. As the state energy office, MEA will be the applicant for some, but not all, of the new or expanded DOE programs
that are directed at state agencies. The IIJA also contains funding opportunities for Maryland entities outside of state government to participate.
MEA will be applying, or has already applied, for the following IIJA programs:
- State Energy Program Bipartisan Infrastructure Law:
- Status: Approved by DOE. With this award, MEA will be completing the following activities:
- Implement a grant program for local governments to deploy SolarApp+ software to streamline residential solar permitting (preliminary details of the proposed FY25 Maryland Solar App+ Implementation Grant Program are available here);
- Develop a multiyear energy plan for MEA’s energy programs to guide the agency’s efforts and deployment of multiple funding sources (pending); and,
- Complete a study to identify former fossil fuel and industrial sites that may have existing utility-scale infrastructure that could possibly accommodate future clean energy generation in Maryland (pending).
- Preventing Outages and Enhancing the Resilience of the Electric Grid (40101D):
- Status: Approved by DOE, program development underway.
- Preliminary details of MEA’s Resilient Infrastructure for Sustainable Energy Program, funded by Maryland’s 40101D award, can be viewed here.
- Energy Efficiency Revolving Loan Fund Capitalization Grant Program:
- Status: Application submitted and reviewed by DOE, revisions requested
As Maryland’s state energy office, MEA will eventually be the applicant for two of the residential-focused IRA rebate programs - the HOMES Residential Energy efficiency Rebate Program and the High-Efficiency Electric Home Rebate Program. More information on these programs can be found here.

MEA supports the efforts of pursuing funding across the State as the federal government and other entities provide energy and energy efficiency related funding opportunities to a variety of organizations.
