Energy Efficiency and Conservation Block Grants (EECBG)

As Maryland’s state energy office, the Maryland Energy Administration (MEA) was awarded a formulaic Energy Efficiency and Conservation Block Grant (EECBG) award from the U.S. Department of Energy (DOE).  The State of Maryland’s EECBG award amount is $2,101,450.  The ten la​rgest counties and ten largest cities and towns in Maryland were also eligible to apply directly to DOE for an EECBG formulaic allocation (see EECBG Formulaic Allocations below).  MEA’s EECBG allocation will be directed towards counties and incorporated units of local government that did not receive direct EECBG grants from DOE.

MEA’s EECBG application proposed the following activities: 

  • EECBG funding will provide subgrants on a competitive basis to support  three objectives for county and local government funding recipients: energy planning and strategy development, decarbonization strategy development, and expansion or revisions of existing energy plans and strategies.  

  • EECBG funds will also be used to fund community energy liasons to assist local governments in the development of energy efficiency and decarbonization strategies.  

Type of Program: Federally-funded competitive program, with regional allocations (see the Funding Opportunity Announcement below for details).

Budget: MEA anticipates awarding a total of up to $1,462,617 for all proposals. The actual amount available may vary, depending on the quantity and quality of applications received. MEA anticipates that awards between $100,000-$350,000 will be allowed; however, larger awards are possible for exceptional proposals. Matching is not required.

MEA is under contract with the U.S. Department of Energy.  Any update or clarification about the Program (e.g. new guidance from the United States Department of Energy​) will be available on this webpage. In addition, MEA will communicate clarifications and updates made directly to applicants or grantees, as applicable, by letter and/or e-mail. The final grant amount is subject to funding availability for the Program and any relevant statutory requirements applicable at that time.
