Income Tax – Credit for Cellulosic Ethanol Technology Research and

Synopsis:

Allowing a credit against the Maryland income tax for specified cellulosic ethanol technology research and development expenses paid or incurred by an individual or corporation; providing for applications to the Department of Business and Economic Development for approval of the credit and certification by the Department to taxpayers of approved credit amounts; limiting the total amount of credits that the Department may approve for any calendar year to $250,000; etc.

  • Applications made to DBED
  • R&D that occurs in State
  • Claim 10% of R&D expenses
  • Total Credits can not exceed $3,000,000 for any calendar year
  • Can carry the credit forward up to 15 years
  • Credit certificates can not be awarded after 12/31/08

Procurement – Flexible–Fuel Vehicles – Alternative Fuel Requirements

Requiring the State to ensure that specified percentages of the State's fleet of flexible-fuel vehicles are fueled exclusively by a specified alternative fuel by specified years.

  • Amends an existing statute
  • 25% of State’s flex fuel vehicles exclusively fueled with E85 by 2010
