Commercial and Industrial Energy Assessments

Background

In 2008, the State of Maryland created the Strategic Energy Investment Fund using the proceeds from the auction of carbon allowances to electric power plants under the Regional Greenhouse Gas Initiative (RGGI).  The Maryland Energy Administration (MEA) manages the Strategic Energy Investment Fund with the purpose of providing for investment in energy efficiency and renewable energy in order to reduce the State of Maryland’s emission of greenhouse gases.

The State of Maryland also passed the EmPOWER Energy Efficiency Act of 2008, which codifies a goal to reduce statewide electricity consumption by 15% per capita through the year 2015.  The “EmPOWER Maryland” legislation requires electric utilities cooperatives to design and implement energy efficiency and demand response programs to meet two-thirds of the EmPOWER goal. 

Program Overview

To complement the EmPOWER Maryland programs offered through electric utilities and cooperatives, MEA has designed the Commercial and Industrial Energy Assessment Program to meet to needs of commercial and industrial customers not being served through existing EmPOWER Maryland programs.  MEA will partner with the Maryland Technology Extension Service (MTES) to provide energy assessment services to these customers.  The energy assessment services will include a one to three day site visit by MTES to evaluate energy use at the commercial or industrial facility, identify opportunities for energy efficiency improvements, and report the assessment findings and recommendations.  In order to reduce the upfront costs of the assessments, MEA will use the Strategic Energy Investment Fund to pay for a maximum of 50% of the energy assessment cost for commercial/industrial businesses and up to a maximum of 75% of the assessment costs for non-profit organizations.
