Clean Energy Economic Development Initiative (CEEDI)Program Update: November 10, 2009
MEA has reopened the CEEDI Program and is again accepting applications. Based on discussions with the U.S. Department of Energy (DOE), MEA has significantly revised the CEEDI Program to comply with provisions of the American Recovery and Reinvestment Act (ARRA). All applicants--including those who submitted subsquent applications before or on November 10th-- should carefully review the updated Program Guidelines and Instructions for Submitting Proposals. In accordance with DOE’s instructions sent to MEA on 11/6/2009, all applications to CEEDI must address the following: Information on how the requested funds and project will: i) Promote the conservation of energy in the State of Maryland; ii) Reduce the rate of growth of energy demand in the State of Maryland; and/or iii) Reduce dependence on imported oil in the State of Maryland. Please note the following: i) At this time, DOE has stated that all CEEDI projects are subject to the general prohibition on using SEP funds for construction or repair of buildings or structures; and the purchase of land, buildings or structures, or any interest therein (10 CFR 420.18(a)). ii) Demonstrations of commercially available energy efficiency or renewable energy techniques and technologies are not subject to the prohibition on the use of funds to construct or repair a building or structure. Further note that a State may use funds for the purchase and installation of equipment and materials for energy efficiency measures and renewable energy measures, subject to the conditions identified in 10 CFR 420.18(e). iii) The close for the first round of submissions has been extended to Tuesday Nov 17th at 4:00 pm Eastern Time. As Maryland moves to quickly build a vibrant clean energy sector and strives to create 100,000 “green-collar” jobs by 2015, the Maryland Energy Administration (MEA) has created the Clean Energy Economic Development Initiative (CEEDI) Support Program to assist in the growth of a clean energy industry throughout the State. MEA is now accepting proposals from businesses and organizations who seek financial support for projects that will assist Maryland in meeting its goal of generating 20% of its energy from clean, renewable sources by 2022.
