The Governor’s EmPOWER Maryland goal is to reduce per capita electricity and peak demand 15% by 2015. A series of energy efficiency bills were just passed in April 2008 establishing Maryland as one of the most progressive states in the nation. MEA will be not only providing input to the Public Service Commission on utility demand and efficiency programs, but also will be implementing and managing a whole range of energy efficiency and renewable energy programs funded through a regional “cap and trade” system. The successful candidate will have the opportunity to develop and manage a significant portfolio of energy efficiency programs in Maryland. Job Title: Energy Efficiency Manager Responsibilities: Design and implement energy efficiency policies and programs concentrated in the state buildings, local government, schools and commercial sectors. The position will focus on a broad expansion of the use of energy performance contracts (EPC’s) in state buildings, schools and local governments. Responsibilities include marketing energy performance contracts to a wide variety of entities, reviewing EPC’s in coordination with the Department of General Services, and reviewing state agency energy plans. The position will also develop best practice programs for state government, schools and commercial sectors and help implement the EmPOWER Maryland Act of 2008. Qualifications: Candidates should have a bachelor’s and preferably a master’s degree in an energy or environmental field. Candidates should have at least two years of experience working on energy issues related to the items listed in the responsibilities section (above). Strong presentation, writing, and analytical skills are required. Experience in contract management of third party contractors in the energy field is desirable. Candidates with qualifications as Certified Energy Managers (CEM’s) or engineering experience are a plus.
